1. Matsya (The Fish) ---> In Water / Aquatic
2. Kurma (The Tortoise) ---> Amphibian
3. Varaha (The Boar) ---> Only Land / Mammals
4. Narasimha (Semi Man, Semi Lion) ---> Transition to Human
5. Vamana (The Dwarf) ---> Human Being / Wise Human
6. Parashuram (A tall Man with Axe) ---> Undomesticated / A Savage
7. Sri Rama ---> The Ideal Man (He follows Dharma and the Rules)
8. Sri Krishna ---> The Philosopher(He only follows Dharma)
9. Buddha ---> The Thinker
10. Kalki (yet to come) ---> The Destroyer of Foulness

I don't think Budha is Vishnu's avatar. Buddhism criticizes some aspects of Hinduism.
